God’s Covenant Plan for Jews and Gentiles
(Romans 11:25–27)
The apostle Paul reveals a divine mystery in
Romans 11:25–27: Israel’s current partial hardening is temporary,
not permanent. God has allowed the Gentiles to come in during this period, but
the story does not end with the nations. Paul declares that “all Israel
will be saved,” according to God’s covenant promises.
“For I do not desire, brethren, that you should be ignorant of
this mystery… that blindness in part has happened to Israel until the fullness
of the Gentiles has come in. And so all Israel will be saved…” (Romans
11:25–26)
This passage shows that history is moving toward a future
restoration of Israel, not its replacement. The salvation of the Gentiles
and the calling of Israel are part of one continuous covenant plan.
The Whole Bible Is Centered on Israel
From beginning to end, the Bible is the story of God working
through one nation and one family to bless the world.
- Genesis begins
with Abraham, the father of Israel (Genesis 12:1–3).
- The Law was given
to Israel, not the nations (Deuteronomy 4:7–8).
- The Prophets spoke to
Israel about judgment, exile, repentance, and restoration.
- The Psalms reflect
Israel’s worship and covenant relationship with God.
- Jesus Himself
was a Jewish man,
born under the Law, from the tribe of Judah (Matthew 1:1; Galatians 4:4).
The New Testament does not change this focus—it confirms
it.
Messiah Is Jewish and Came to Israel First
Jesus openly stated His mission priority:
“I was sent only to the lost sheep of the house of Israel.” (Matthew
15:24)
Paul affirms the same order:
“To the Jew first, and also to the Greek.” (Romans
1:16)
The gospel goes to the nations, but it comes through
Israel and returns to Israel.
Gentiles Are Added, Not Substituted
Romans 11 uses the olive tree to explain this truth:

cultivated tree
- Gentiles are
wild branches grafted in
- The root remains
Israel’s covenants
Gentiles do not replace Israel; they share in Israel’s
blessings by faith.
End-Times Restoration Is the Goal

Everything connects to God keeping His covenant promises.
As Paul concludes:
“For the gifts and the calling of God are irrevocable.” (Romans
11:29)
1. Salvation comes from the Jews
John 4:22 (Jesus
speaking): “You worship what you do not know; we worship what we
know, Salvation is of the Jews.
2. Israel Is God’s
Chosen Nation
Deuteronomy
7:6 “For you are a holy people to the LORD your God; the LORD your
God has chosen you to be a people for Himself, a special treasure above all the
peoples on the face of the earth.” Exodus 19:5–6 “Now therefore, if you will
indeed obey My voice and keep My covenant, then you shall be a special treasure
to Me above all people… and you shall be to Me a kingdom of priests and a holy
nation.”
3. Israel Is the Tree;
Gentiles Are Grafted In
Romans 11:17–18 “If some
of the branches were broken off, and you, though a wild olive shoot, were
grafted in among them, and now share in the nourishing root of the olive tree,
do not boast over the branches.” Romans 11:24 “For if you were cut
from what is by nature a wild olive tree and grafted, contrary to nature, into
a cultivated olive tree, how much more will these, the natural branches, be
grafted back into their own olive tree.” This makes it clear:
Israel = the original
tree / Gentiles = wild branches / Salvation = participation in Israel’s
covenant root
4. Gentiles Provoke Israel to Jealousy
Romans 10:19 (quoting
Deuteronomy 32:21):
“I will make you jealous
by those who are not a nation; I will provoke you to anger by a foolish
nation.” Romans 10:20 (quoting Isaiah 65:1): “I was found by those who did not
seek Me; I was made manifest to those who did not ask for Me.” Romans 10:21
(quoting Isaiah 65:2): “All day long I have stretched out My hands/ to a
disobedient and contrary people.” These verses show: Gentile
salvation was foretold / Israel’s resistance was known God’s arms remain open
to Israel
5. Gentiles Join Israel
— Not Replace Israel
Ephesians 2:12–13 “That
at that time you were without Christ, being aliens from the commonwealth of
Israel, and strangers from the covenants of promise…But now in Christ Jesus you
who once were far off have been brought near by the blood of Christ.” Ephesians
2:19 /“Now therefore you are no longer strangers and foreigners, but fellow
citizens with the saints and members of the household of God.”
6. God Has Not Rejected Israel Romans 11:1 “I say then, has God cast away His people? Certainly not!” Romans 11:29 “For the gifts and the calling of God are irrevocable.”
7. The Goal: One People, One Promise This promise to Abraham explains why Gentiles are grafted in—but the root remains Israel.
Genesis 12:1–3: “The LORD had said to Abram, ‘Go from your country…I will make you into a great nation, and I will bless you; I will make your name great, and you will be a blessing. **I will bless those who bless you, and whoever curses you I will curse; and all peoples on earth will be blessed
Romans 11:18–21 “Do not boast against the branches. If you do boast, remember it is not you who support the root, but the root that supports you.
Romans 11:28–29: “As regards the gospel, they are enemies for your sake. But as regards election, they are beloved for the sake of the fathers. For the gifts and the calling of God are irrevocable.”
